Because of interlaced material.  You really want to leave the vertical
unscaled to preserve the interlacing, and instead scale the width to
match the aspect.  MPlayer will normally upscale the height, completely
ruining the interlacing.

But why would anyone ever want anything like that?  A maximum size makes
sense, but (like rounding) I can't imagine any use for a minimum.
