[MPlayer-dev-eng] [PATCH] Fix dll loading with Turkish locales

Hi; 

If im not wrong i wrote the all needed informatins long time ago [ what is 
the problem, why this patch needed and affected parts of mplayer according 
to mplayer documentation ] But nobody responded it that mail. Its in list 
archive. A google search returned me these, hope helps
