Yep, It may be that. If the JVM and mencoder deals differently with a non-C
locale, it may results in mencgen's inability to parse the float result. 
Symptom
will be that all results will be invalid (with all PSNRs and time set to 
-1.0).
Try unsetting the locale before running mencgen.
