I strongly disagree.  Patches should go to dev-eng and nowhere else,
except maybe bugzilla where they don't get lost.  Most devs neither
read -users nor are they willing to wade through its archives in
search of patches.

If Moritz reads -users and applies patches sent to it, great, but we
should not discourage copying patches here IMO.
