If you for example crosscompile MPlayer for windows. You will end up with
codecs-cfg.exe failing to create the header from codecs.conf
With this option it will use the specified compiler to build codecs-cfg in
order to execute it on linux. While it would be better to use a shellscript
for the header generation, this patch is probably the best short term
solution for now.
