Yeah, I think that would be a good idea. The version commited doesn't
hurt Global PSNR, and slightly modifies frame-by-frame PSNR (sometimes
it improves, other times it reduces), and from time to time changes
frame type (B frame instead of P frame for instance).
My visual tests shows no difference between turbo and non-turbo videos,
but maybe we'll have some user feedbacks that don't agree with that
statement.
