This statement is far too ambiguous, which is why I think it is wrong.

For example, it could be interpreted as:
If you release the modified version only to one user, you only have to 
give the source code to that one user.

In that case, it it not being released to the public.

In my view, it should be interpreted as:
If you release the modified version to at least one user, you have to 
give the modified source code to the public.
