Because rarely any patch that arrives here is bug-free. We can't just 
apply them and hope that they will be fixed "somewhen", which actually 
would be never in many cases :-(

Huh? Which users? There weren't many writing "Hi, I've tested this patch 
and it works for me.". I rarely get any reply when a ask for a patch to 
be tested. I have updated and fixed this patch, up to now nobody has 
replied to it...
