Besides, the automatic running of configure by Makefile is behavior I've
seen a lot in auto*.  It always makes me angry.  On cygwin, fork is
expensive and my PC is _slow_.  Building from scratch already takes 30
minutes or more for my packages, so if I don't need to reconfigure, I
always want to avoid it.  And the build system is not always smarter
than me to know when I should re-run.
