It can - you just need to mux the sync packet in the correct slot.

The most extreme case would be to use the syncpoint distance as the
index time base and then just space the sync points absolutely evenly.
They wouldn't then correlate with the keyframes of any stream any more,
but they can't do it with more than one stream anyway.
