[MPlayer-dev-eng] single stepping video output

I have some codes which I use often for watching video in-order to 
analyze quality.  Basically, its a single step frame mode it allows us 
to analyze video quality of various clips.  Does this group want this 
functionality?  Its a new input command MP_CMD_STEP which works in the 
mainloop in conjunction with pause to walk the video when in single 
step mode.
