I think that this introduced the problem :

I have no idea what will happen if NTSC fps is set to
30. METEORSFPS
ioctl sets this register (from the bt878 docs):

"Temporal Decimation Register
Memory Mapped Location 0x008 – (TDEC)
....
DEC_RAT is the number of fields or frames dropped out
of 60
(NTSC) or 50 (PAL/SECAM) fields or frames. 0x00 value
disables
decimation (all video frames and fields are output)."

I've never used or even seen a NTSC tuner. Maybe
someone with such
tuner can test it and tell ?
