You don't. But you capitalize decrease. If it's needed.

Having looked at code I know. But from text in manpage it looks to me
like effect is fixed, no matter what the current speed is.

Neither am I. The golden (#2434) rule is: If it's full sentence then it
should get capitalized and full-stopped. If it's not then none of this.
Nothing should have either capitalization and no full stop/question
mark/etc or full stop and no capitalization.
And don't ask me what's definition of 'full sentence'
