[MPlayer-dev-eng] [PATCH] localtime_r() support in configure (for libavformat)

libavformat expect to have HAVE_LOCALTIME_R
defined on system that supports localtime_r().
w/o it, compilation may fails with duplicate
symbols.

Attached patch add the check (ripped off
ffmpeg) to configure.
