Another version of the patch attached. All the nits are addressed and
I also fixed a bug that was inherited from vf_decimate, which I had used
as a template when I originally started writing the filter: It didn't
implement query_format(), so it was accepting many colorspaces that it
couldn't actually handle.

Now it probably rejects many colorspaces unnecessarily, but better
safe that sorry. It would help if I could rtfm about all the colorspaces
somewhere. Even better would be an API that could be used to query the
properties of a given colorspace so that a filter could automatically
be compatible with a new colorpace that didn't exist when the filter
was written.

This particular filter for example should be capable of handling any
planar or packed colorspace that uses 8 bit samples and doesn't have
any padding bytes with undefined values between pixels.
