Actually ATI 9700 and next, have all the postprocessing stuff in them.
Together with some pixel shaders that can work on video texture and
produce interesting results.
And it have hardware motion compensation (IDCT an probably Inverse
Quantization) for MPEG-4.
And no drivers or documentation for it :(

I also took a look of the article, looks good, but ....
You know S3 - always 2 steps behind the others...

you can find it in postprocessing (-vf pp)
