Wrong as usual. Proper written configure.ac files will just cause the
configure run to fail if the requested stuff is not available, because a
program has to build successfully if it configured successfully. If
configure can't find it, then it's not available (or your configure.ac is
not properly written). There's no use making the build fail. Or fail subtly.
