As long as you publish GPLed source code, commercial use is allowed.

§6 of the GPL states:

     You may not impose any further restrictions on the recipients'
     exercise of the rights granted herein.

The copyright of the matrix is thus clearly violating the GPL, as it
restricts the use to non-commercial applications only.  

But as you say, it's not clear whether a matrix of numbers could be
copyrighted at all.  Hmm.  At least under US-law everything seems
possible.
