I think it's a good idea to use *some* automatic build script
generator, but I'm not especially fond of autoconf in particular.
It's entirely reasonable to do development using a different generator
and not have autoconf installed.

The burden is greater than that: all *users* who use CVS checkouts
have to have it.

Sure, that's one option.  But keeping the generated files in CVS is
also reasonable in some situations.
