It's not in cvs-howto.txt.  I'll add it.

Empty directories can only be removed by the CVS admin.

BTW, how did you do it?  Just rm -f in the repository?  Or did you
edit some of the config files in CVSROOT also?  I'm asking because I
have to do this in a repository myself.
