[MPlayer-dev-eng] [PATCH] be CCIR-601ish about "-vf expand"

The norm CCIR-601 defines Y=0x10 as black level, not 0x00. Currently
MPlayer will create a spurious difference between the black bars already
there on the DVD and those added by MPlayer's "-vf expand".

This happens e.g. when you use it e.g. to pipe a 1.85:1 DVD into
mpeg2enc to encode it to VCD with something like "-vf
scale=352:180,expand=352:240".

Spurious differences like that are bad for your bitrate, apart from
being outside the norm.

There has been a discussion on the mplayer-users list implying that this
might be a bad idea since not all movies use this norm as their basis.
What do you say?
