[MPlayer-dev-eng] [PATCH] 'tinterlace' filter (partial inverse of tfields)

Ok, here's the patch, against current cvs.  I named it "tinterlace" for
lack of a better name.

Notes:
 - since it only works on frames it gets, it can get out of sync if
seeking, dunno if there's a way to get absolute time/frame numbers for
the stream
 - dunno if it needs to clean itself up if its left holding a frame at
shutdown
 - "mode 3" of the filter might not be very useful for anyone, i was
just playing with it really, might make more sense not to clear the
alternate lines
