Indeed, mplayer can't dump from VobSub to anything, the docs should be
corrected in this regard.  May be something like « MPlayer can dump
the previously listed subtitle formats, except VobSub, into the
following destination formats ».

And also add a pointer for the braves to TOOLS/subrip.c that can dump
from VobSub format to SubRip with the help of JOCR/GOCR.
