And:

net-tools (you know, ifconfig, etc) - has 5 translations, installs all
          Has some checks for LANG.
shadow - has 1 translation, installs it

I checked the sources that LFS installs as 'base' system. The other packages
don't have localization :(

samba - has 1 translation, installs none, doesn't honour any variable
        (the installman.sh script has the latest change marked in 1996,
         so I don't think they care about localization:)

No other source here has translated manpages.

Examples, anyone?
