I'm not sure if man could find "C" locale in C subdirectory if locale
isn't defined.

I think it will be ok if you really have that version. If you don't have
that russian, polish, french, etc. then it has to be english version. I
think at least put english version in '/usr/local/man/man1' will be right
enought in any case. Anyway if locale wasn't defined (LANG and LC_*
environment variables are empty) then behavior has to be as locale is
"C", AFAIK.
