argh, this must be in the FAQ already

the mpeg demuxer use sthe nominal bitrate from the file header.
if the nominal bitrate in header is valid, ie. it's the real average
bitrate of teh file, then it will report the right length, and -ss will
work ok. but i have several samples where the value in header is false,
for example the hauppauge mpeg 1/2 capture card puts the peak (max)
rate there, instead of the average rate. also there are real vbr streams
where no average bitrate at all.

as svcd is very constrained cbr stream, i guess this value is correct then.
for random vbr encodes it may be totally false.
