[MPlayer-dev-eng] [PATCH] tga loader for libmpcodecs

Hi,
I've finished the TGA loader, with the following modes being supported:

* 24 and 32bpp uncompressed files
* 24 and 32bpp runlength encoded files

In RLE decoding, that scanline feature isn't supported yet, either.
