[MPlayer-dev-eng] status on cygwin patch

i found it a bit messy, and teh iconv was already done by atmos in different
way. i think atmos shoudl comment on thios and commit if he likes it.
i don't know cygwin at all (he does) but i hope tehre are cleaner fixes
possible
