The problem is that we have a lot of redundancy between the man page,
the HTML docs and the stuff in DOCS/tech/ and it became more and more
of a pain to keep it all in sync.  The filters were the worst part,
they were in documentation.html, the man page and DOCS/tech/vop.txt,
so we decided to drop it from the HTML docs.  vop.txt is scheduled to
go next.  The translations have not synchronized yet, that's why they
still have section 2.6.
