Yes, you can.  I just verified this with a private Repository.

It will still be in the Attic and you will get messages like

cvs server: Updating <obsolete and removed directory>

but it will be removed from all working directories after doing 'cvs
update -P'.

I believe it creates more confusion, since people see the directory
and do not expect it to be empty.  Without the directory you instantly
know whether you got a CVS snapshot with or without libavcodec.  The
README sufficiently explains how to install libavcodec, no need to
give hints with empty directories IMHO.
