Of course they do. And newer browsers will even more. Most of them
have a "Quirks" Mode for broken webpages which will try to save
whatever they can, but the result is undefined.

No, it's illegal and that's why browsers choke on it. Standards make it
pretty easy to determine what is shit and what no by actually defining
what is correct and thus make it (more or less) easy to figure out what
is not.

Yes, <th> is also a possibility though wasn't used in the example. :)
