[MPlayer-dev-eng] mencoder config file?

as far as i can tell, reading anything from /etc is just done for
backwards compatibility. the new way is using get_path("filename").
and of course, systemwide settings for mencoder seem kinda silly, so
although they'd be supported, the real question is what to name the
file in ~/.mplayer. if no one objects, i'll just go with "mencoder".
