Zoran is an MJPEG encoder/decoder card. It encodes from tv input and it
decodes to tv output. -vo zr encodes frames in software so that the
zoran-card can decode them to the tv screen. So the answer is: both.

(there currently is no better way to get the pixels to the tv through the
zoran card (in theory it could be done in 'Still Image Transfer Mode', but
that capability of the zoran card hasn't been demonstrated by anyone yet))
