As long as there are user docs under tech/, yes.  A switch for this
might be nice.  Why not treat tech/ like any of the translations?

Why not.  I don't care.

You mean like libavc-options.txt, vop.txt, encoding-tips.txt?  These
should be merged into the standard documentation eventually.  If you
want to create a workaround until then, feel free to do it.

I'd say make this configurable.  DOCS is around 3.2MB, that's a lot,
the English docs are slightly more than 300k.  That's a lot of
unneeded bloat.

Make it configurable which languages to install and treat tech/ like a
language, so that installing this is optional, but on by default.

Like this:

        dh_installdocs --exclude=CVS DOCS/*

This installs the whole DOCS/ directory into /usr/share/doc/mplayer,
except for the CVS directories.
