[MPlayer-dev-eng] [PATCH] a couple cygwin patches for configure

I have a couple patches for configure, all for helping the cygwin port along.  Let me know if it breaks anything on linux systems, I can go back and fix if needed.

Description:
1) fixes non-detection of Xv
2) fixes non-detection of iconv
3) fixes SDL_LIB and SDL_INC in config.mak
  Let me know if I need to do this differently, I'm not completely sure this is correct...
4) fixes AA_LIB in config.mak if X11 is found.

If you would prefer patches for cygwin to be sent to that list instead, let me know as well.  File is bz2 since my mailer screws up formatting.
