That was my idea, create an INSTALL file that includes the
installation instructions from the README and those from chapter 1 of
the HTML docs.  install.html is also possible.  At first glance I
prefer the classic Unix README/INSTALL pair.

To put the more common options up front and hide the esoteric stuff in
the depths of the man page.  The things that people will use
first/most should be at the beginning.  Maybe we should review how we
split the options into sections again.
