[MPlayer-dev-eng] New noise filter from ffdshow

there is a dependancy problem.
running 'cvs update -PAd' then 'make' produced 'nothing to do for all'
and libmpcodecs/vf_noise.c was modified.

I has to go to libmpcodecs, run make (compiled the modifed source),
then go to main/ and rerun make to have changes included.

this shouldn't happen.
