[MPlayer-dev-eng] mpeg2 interlaced fps

Hi,
This is the next patch from mpeg2 interlaced series.
This one should fix fps issue. I don't know does it
work. I recommend to play any mpeg2 files you have
before applying it. I have 2 mpegs so it work for
them.
