i've compared first version (with not mode flag interpreted) with old code
with -pp 15.

i've seen somewhere in comment a question about QP range.

AFAIK it's always 1<=QP<=32

1 is best quality (all DCT bits stored), 32 is the worse (all dropped).

usually, qp<=3 has no blocks, qp<8 has small blocking effects, qp>=8
is hard blocky picture.

some codecs (h263, divx3) uses constant QP over the whole frame.
it may be an optimization option.

some other (mpeg 1/2, divx4) uses variable QP (can be different for each 8x8
block, but usually varies in a short range) values.
