Because people are lazy... If configure does not behave as expected
(e.g.   ./configure --disable-mmx --disable-sse -enable-warpdrive  did not 
work), then you don't type the line again but press <cursor up> to get it 
back. Then you add a  -h at the end instead of making it only option, because 
it's less work than deleting all the options you typed before.
