Outlook is really rotten about quoting. The best solution is, of course, 
not to use Outlook, but if you're stuck with it for some reason then 
follow the directions on this page, including the "Outlook quote-fix" 
program.

As for top- vs. bottom-posting, the latter is strongly preferred. Poke
