Not going to be easy for me as I don't have a compiler on hand. Haven't
tried compiling anything in Windows in quite a while. I just obtained
the compiled binary that was available online.

Hmm... The version at work (MPlayer dev-CVS-051020-17:39-3.4.2) does
not
show where it searches for codecs.conf, but on my PC at home (March 22,
I
believe) it shows something like:
get_path('codecs.conf') -> 'c:/progra~1/MPlayer/mplayer/codecs.conf
so you can try that.

Can you run mplayer -identify -frames 0 'Apr 2-Channel 17.vcr'?

-codecs-file is used to specify a file to be used as codecs.conf, so you
could have said:
mplayer -codecs-file c:\progra~1\mplayer\codecs.conf etc.
See the section in the MPlayer manual that describes how to create a new
entry in codecs.conf.
