[MPlayer-cygwin] codecs.conf

Does anyone know where the windows version of mplayer looks codecs.conf?
I already tried placing a copy in:

	C:\program files\mplayer
	C:\windows\system32\drivers\etc
	C:\documents and settings\mydir

I keep getting this error:

This codecs.conf is too old and incompatible with this MPlayer release!
