[MPlayer-cygwin] [PATCH] af_wadsp winamp dsp plugins to mplayer on win32

I've got a modified af_wadsp (to use winamp dsp plugins) from
Erik Augustson that made some changes, I've added my cleanup and
fixes, and now it seams almost clean.
The makefile checks for win32 target and uses it only on win32.
The original author Stanley Huang has added no license to the
file so I would assume that is public domain, I've added to it
GPL license, for me it's ok, I suppose also Erik has no objections.
I've no email of original author, so if someone knowns it's email,
then he can send to him a request for license for this plugin,
or he can tell me the email address so I can ask him by myself.
