WG: [MPlayer-cygwin] Qtx support under Windows?

Only Quicktime.qts needs to be in win32, qtmlClient.dll can be in
mplayer directory, perhaps these are the two only files to have a
working qtaudio.

@win32 developers:
There is a way to avoid Quicktime.qts in system32? Does a preload with
LoadLibrary will work?
