[MPlayer-cygwin] Visual GWin++

Unless I'm reading this wrong, that seems to be just a text IDE, not an actual 
visual programming environment. More like something where you can create 
forms (windows) and then place controls on them, manage events (onCreate, 
onButtonClick, etc).
