It should be easily possible (you need also the msys part of course,
otherwise you can't run the configure script).
For the headers (and also a few libs, and an script that calls configure) have a look at studwww.ira.uka.de/~s_doeffi/mpl_mingw32.zip .
Whenever I want to compile under MinGW I simply extract it into the main
sourcedir and start ./mplmconf under msys...
The headers aren't the Microsoft ones, but modified from wine, but they
work very well for me...
