[MPlayer-cygwin] new mplayer binary

Hi,
I uploaded a new release of mingw mplayer. This time with xvid1.0rc4 and
libregif.
There also were some bugfixes in the dvd handling code and vo directx.
An example dvd commandline that works for me on both win98 and xp  with
encrypted discs
is mplayer.exe dvd://1 -dvd-device e:

Please report if you still have problems with dvd playback.
