As far as i know cmd.exe is part of Win2000 and WinXP (at least i did not
find
any cmd.exe  searching my Win98 system). On Win98 there is only command.com
which is relly very limited. There using ReactOS's cmd.exe really improves
stuff a lot.
rxvt is a nice one, too, but on win98 rxvt coming with MSYS seems to utilize
the
command.com. Therefore it inherits its slow text output, which makes e.g.
the use of mplayers "-quiet" option necessary on my PIII-550MHz, or playback
will not be smooth on most files only because of the text output on the
console.
Using ReactOS's cmd.exe omitting -quiet is no porblem!
Which Version of rxvt do you use?
