Mencoder has nothing to do with directx.  Directx is for display.
In general, there are certain combinations of options that will crash
mencoder regardless of platform.  Please send a detailed bugreport if
you want them fixed.

It is possible to do a 2-pass encode from dvd to mpeg4 with mencoder
under Windows.  I do it frequently.  If you are having problems, please
send details.
